There's a lecture series in the subject's honor thanks to a grant donated by his wife, but otherwise I'm not able to find any significant coverage of the subject, having searched DuckDuckGo, Google Scholar, and Proquest for several variations of the subject's name. - 1,270 awards over 70 years doesn't scream ANYBIO to me. By contrast, the higher-level Indian civilian awards, Padma Vibhushan and Bharat Ratna, do seem like they would qualify for ANYBIO. I'd be more inclined to assume notability based on the subject's civil service position if we had any sources with biographical information other than the one written by his wife as part of the grant donation to the University of Mumbai. signed, Rosguill talk 14:45, 30 June 2022 (UTC)

- It doesn't seem that there's a general agreement on that, based on the many non-linked names at the articles listing Padma Shri and Padma Bhushan winners.
